The Federal Government of the USA offers flood insurance through the National Flood Insurance Program (NFIP). Private Insurance Carriers administer the insurance, but the Federal Government sets the premiums and is responsible for payments in the event of a flood. Flood insurance can be purchased for the structure and/or contents.
